Dubai Is Not Your Plan B

Almost every week, an Iranian client somewhere between Tehran, Düsseldorf and Los Angeles says the same sentence to me: "If things ever get complicated, I'll just move everything to Dubai." They say it the way you'd mention a spare key under the doormat. Here is the uncomfortable truth: that Dubai — the quiet, no-questions parking lot — stopped existing years ago.

The account that reports home

The UAE has been inside the Common Reporting Standard since 2017. A Dubai account held by a German tax resident is reported — automatically — toward Germany. In 2025 the UAE also signed up to CRS 2.0, with stricter residency checks already scheduled. The most transparent account you own may be the one you opened to be invisible.

The bank that asks more, not less

To exit the FATF grey list in February 2024, the UAE built one of the region's most demanding compliance machines — and kept building after the exit: hundreds of millions of dirhams in AML fines, real-estate and precious-metals reporting, beneficial-ownership registers, and the next FATF review already on the horizon. In today's Dubai, your money needs a biography before it gets a balance.

The visa that isn't a structure

A ten-year golden visa is a residence permit. It is not a tax plan, not an estate plan, not asset protection. When your home system lets go of you is decided by its rules — not by your landing card. And if you die in Dubai without planning, your family doesn't inherit an account. They inherit a procedure.

The Code that ended the handshake era

The new Civil Code did the rest: good faith, disclosure duties, promises that bind before signature. Dubai has become a real jurisdiction — excellent for people who arrive with a structure, unforgiving for people who arrive instead of one.

None of this is bad news. It is the end of a fantasy — and fantasies are expensive. Dubai still works, brilliantly, for families who treat it as one pillar in a documented, multi-system architecture. Plan B is not a place. It is a file — built in advance, provable in every system that will ever ask. Because one legal system is never enough. And an airport is not a strategy.
